In accordance with The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 which allows local councils to meet remotely.

Acceptance of apologies for absence

Schedule 12 of the Local Government Act 1972 requires a record to be kept of the members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Parish Clerk as it is usual for the grounds upon which apologies are tendered also to be recorded. Under Section 85(1) of the Local Government Act 1972, members present must decide whether the reason(s) for a member’s absence are accepted.

            The cemetery landowners have declined the Parish Council offer of a reduced sum and the land will be sold off for development.

190      GOVERNMENT CONSULTATION REGARDING THE ENDING OF REMOTE MEETINGS

Proposal to discuss Lambourn Parish Council’s response to the Government consultation.

191      LITTER PICKING

            Proposal from Cllr Rieunier to discuss a framework for tackling littering in the Parish (details attached) and to confirm the recommendation of Hall and Streets committee to purchase litter pickers and hi-vis waistcoats for the use of volunteer litter pickers.

192      WEST BERKSHIRE COUNCIL ENVIRONMENT STRATEGY.

            Proposal to discuss LPC response to the West Berkshire Council Environment Strategy submission by the 26 April 2021.

193      PARISH CLERKS DELEGATED POWERS

Information from the Clerk regarding matters arising over the last month.

            LPC have offered their support of the Lateral Flow test delivery scheme to offer home test boxes to families of nursery, primary or secondary age children from a mobile unit which will visit once a week.

            Memorial Hall Plaque removed (as requested by the Chairman of Hall & Streets) for repairs.

            Assistant Clerk has tendered her resignation.

            Cllr Winfield has resigned, Casual vacancy notification done.

            Heating oil order for the Memorial Hall.

194      HALL & STREET

Proposal from Hall & Street committee to discuss a permanent solution to the problems with the surface of the side passage of the Memorial Hall.

Update form Hall & Street committee:

Speed monitoring: LPC shares the frustration of parishioners about the speeding issues. The Council has tried many times to find effective ways to stop cars speeding. The process for reducing speed limits or introducing traffic calming measures is long and requires a great deal of evidence. Our powers are limited by law and the fact that responsibility for speeding measures is shared between the Unitary Authority and the police. We have heard of a “safe drivers” scheme run by another Parish Council and we are seeking details. In the meantime, we will continue to press for change.

Market Cross: This is both a Scheduled Monument and a Grade 2 listed building. Consultation with WBC’s Conservation Officer, the local Inspector of Ancient Monuments and (possibly) Historic England are in hand. If repairs are possible, Scheduled Monument Consent will be required. 

195      ASSET REGISTER

Proposal from the Clerk to confirm the Asset register. Amended to include streetlights which have been upgraded.

196      LOCAL NEIGHBOURHOOD DEVELOPMENT PLAN

            To be noted The Clerk will be carrying over 5 days holiday as permitted in her contract.
