Acceptance of apologies for absence

Schedule 12 of the Local Government Act 1972 requires a record to be kept of the members present and that this record form part of the minutes of the meeting. Members who cannot attend a meeting should tender apologies to the Parish Clerk as it is usual for the grounds upon which apologies are tendered also to be recorded. Under Section 85(1) of the Local Government Act 1972, members present must decide whether the reason(s) for a member’s absence are accepted.

13        PARISH CLERKS DELEGATED POWERS

Information from the Clerk regarding matters arising over the last month.

West Berkshire Council are offering mobile lateral flow tests for families with school age children from the Market Square on Mondays between 11am – 12pm. Alternatively they are available from the Pharmacy.

A senior engineer from Historic England attended site to inspect and issue a report on the structural integrity of the Market Cross.

Clerk arranged a cherry picker and operator to facilitate this inspection

The Dog bin from Upper Lambourn/Maddle road has been removed by persons unknown. A replacement one is on order.

The dog bin at the Old Cricket Field has been reported as no longer fit for purpose, a replacement dog bin is on order.  

Changes to the email format – requested at Finance committee have been implemented.

Memorial Hall Plaque removed (as requested by the Chairman of Hall & Streets) for repairs.

Financial year end (RBS Remote access) completed

Risk assessment completed and signed by the Chairman.

CCTV engineer attending site to perform maintenance tasks.

14        MARKET CROSS

            Information only:

            Parishioners may have wondered why a couple in a cherry picker were examining the Lambourn Market Cross last Wednesday (21st April). A Conservation Officer from Historic England came to (very thoroughly) inspect the Cross and check its stability, following concerns that recent spalling of the stonework might indicate it was unsafe. Her initial report has identified some cracks and erosion, but overall she thinks “that the market cross is structurally safe and does not requires urgent attention”. (A full and detailed report will be sent to the Parish Council later in the year) This is good news, but Historic England has suggested a stone conservator should look at the damage to see how best to stabilise the Cross. The Parish Council is awaiting further advice from Historic England on appropriate stone conservators. Should remedial work be recommended, Scheduled Monument consent from the Secretary of State will be required.
